ЗВЕРНЕННЯ КОМІТЕТУ ВЕРХОВНОЇ РАДИ УКРАЇНИ З ПИТАНЬ СВОБОДИ СЛОВА ТА ІНФОРМАЦІЙНОЇ ПОЛІТИКИ ДО МІЖНАРОДНИХ ОРГАНІЗАЦІЙ У ЗВ’ЯЗКУ З ВБИВСТВОМ ЖУРНАЛІСТА ОРХАНА ДЖЕМАЛЯ

 

Комітет Верховної Ради України з питань свободи слова та інформаційної політики звертається до міжнародних організацій - зокрема, до Організації Об'єднаних Націй, Ради Європи, Організації з безпеки і співробітництва в Європі, організацій «Репортери без кордонів», «Міжнародна підтримка медіа» (IMS), «Freedom House», Комітету захисту журналістів (CPJ), - щодо жорстокого вбивства Орхана Джемаля та двох російських журналістів,  із закликом взяти цю ситуацію під особливий контроль та забезпечити незалежне міжнародне розслідування цього кричущого злочину.

Комітет наголошує на тому, що кожен випадок вбивства журналістів є наступом на свободу слова, а безкарність таких злочинів створює загрози для демократії.

Ми особливо відзначаємо, що журналіст Орхан Джемаль відомий своєю сміливою громадською позицією, жорсткою та послідовною критикою політики російської влади. Зокрема, він різко засуджував окупацію та анексію Криму, виступав на захист прав кримських татар, об’єктивно висвітлював події на Сході України, діяв як справжній журналіст всупереч підходам російської пропаганди.

Комітет підкреслює, що у Центральноафриканській Республіці Орхан Джемаль та знімальна група спільно з проектом «Центр управління розслідуваннями» працювали над розслідуванням «Російські найманці», а саме знімали документальний фільм про ПВК «Вагнер».

Наразі є всі підстави вважати, що це вбивство не було випадковістю. І цей злочин міг бути одночасно намаганням приховати правду та помстою за журналістську діяльність. Не можна ігнорувати і той факт, що непоширення певних матеріалів та інформації є найбільш вигідним саме для представників влади Російської Федерації.

Тому Комітет наполягає на необхідності проведення міжнародного розслідування, яке б встановило і виконавців, і замовників цього злочину.

Звертаємося до наших колег - вбивство Орхана Джемаля має бути розслідувано, а проект, над яким він працював, повинен бути продовжений і підтриманий журналістською спільнотою у різних державах. Лише спільно ми можемо діяти проти безкарності злочинів проти журналістів.


Appeal of the Committee on Freedom of Expression and Information Policy of Verkhovna Rada of Ukraine to the international organizations in connection with the murder of the journalist Orkhan Djemal

The Committee on Freedom of Expression and Information Policy of Verkhovna Rada of Ukraine appeals to the international organizations - in particular to the United Nations, Council of Europe, Organization for Security and Co-operation in Europe, "Reporters Without Borders", "International Media Support", "Freedom House", "Committee to Protect Journalists", - in connection with the violent murder of Orkhan Djemal and two Russian journalists and asks them to take the situation under special control as well as to provide for the independent international investigation of this crime.

The Committee emphasizes that every single case of murder of journalists constitutes an attack against freedom of expression, whereas the impunity for such crimes poses danger to the democratic order.

We specifically mark that Orkhan Djemal was known by his courageous civic position, being harsh and consistent critic of the policies of the Russian authorities. In particular, he sharply condemned the occupation and annexation of the Crimea, stood up for the rights of Crimean Tatars, objectively highlited the actions in the Eastern Ukraine and acted true to his profession, notwithstanding the patterns of Russian propaganda.

The Committee underlines that in the Central African Republic Orkhan Djemal together with the crew and the "Center for Management of Investigations" were working on the "Russian mercenaries" investigation and preparing the documentary on "Vagner" private military company.

As of now, all the circumstances point out to the fact that such a murder was not a coincidence. This crime could have been at the same time both the attempt to hide the truth as well as the revenge for his journalistic activities. The fact that non-dissemination of certain materials and information in this field is beneficial for the authorities of the Russian Federation shall also not be omitted.

Therefore, the Committee insists on the need for the international investigation of this crime, which would have established both the perpetrators and the organizers of the crime.

We once again appeal to our colleagues: the murder of Orkhan Djemal must be investigated, while the project he was working on shall be continued and finished by the journalistic community in different States. Only together we can act against impunity of crimes against journalists.
