Комітет Верховної Ради України з питань свободи слова та інформаційної політики звертає увагу на неприпустимість втягнення таких авторитетних міжнародних організацій як Організація з безпеки та співробітництва у Європі (ОБСЄ) у гібридну війну, яку Російська Федерація веде проти України. 

Одним із елементів такої війни є сам факт заперечення збройної агресії РФ проти України, і, на жаль, ОБСЄ, проводячи міжнародну конференцію «Посилення свободи і плюралізму засобів масової інформації в Україні під час конфлікту в країні та навколо неї», повторює кліше російської пропаганди. 

Ми наголошуємо, що така назва конференції є провокативною та некоректною, оскільки не існує жодного «конфлікту в країні», натомість має місце збройна агресія РФ проти України а також анексія Російської Федерації частини української території всупереч всім міжнародним угодам. І факт такої агресії визнаний як міжнародними організаціями, так і більшістю країн світу. 

Комітет наголошує на тому, що свобода слова є надважливою цінністю для українського суспільства. Наш комітет та весь український парламент за останні чотири роки розробив та прийняв цілу низку надзвичайно прогресивних законів у сфері інформполітики - роздержавлення друкованих ЗМІ, створення незалежного суспільного мовлення, прозорість медіа власності, захисту прав журналістів. 

Водночас, ми не можемо не відзначити, що інформаційна війна є інтегральною складовою агресії Російської Федерації, і в таких умовах Україна змушена адекватно та пропорційно реагувати на відповідні загрози, захищаючи власний суверенітет і незалежність.

Відтак, запрошення на конференцію ОБСЄ російських пропагандистів з російських ЗМІ, які неодноразово вдавалися до інформаційних маніпуляцій проти України, можна трактувати як пряму провокацію. 

Ми також вважаємо неприпустимим використання міжнародної конференції для організації провокацій проти політичного в’язня Кремля Олега Сенцова, який сьогодні знаходиться на межі між життям та смертю внаслідок російських тортур. 

Ми наголошуємо, що саме Російська Федерація є однією з найбільших загроз для свободи слова і демократії у світі. Крім того, російські медіа перетворилися на інструменти пропаганди та поширення фейків, спрямованих на підбурювання до дискримінації, ворожнечі та насильства, що відчуває на собі не лише Україна, але і ціла низка інших країн. Комітет підкреслює необхідність збереження у світі свободи слова та свободи засобів масової інформації. В той же час, неприпустимо ігнорувати потребу в розробці інструментів для захисту демократії від інформаційної зброї, яка становить серйозну загрозу для прав людини та світової безпеки.

Ми завжди стояли і будемо стояти на сторожі захисту прав журналістів та свободи слова в Україні. В той же час, ми закликаємо організаторів конференції, в тому числі Представника ОБСЄ Арлема Дезіра, більш фахово розібратися в ситуації щодо гібридних інформаційних впливів, аби не перетворювати ОБСЄ в інструмент російських маніпуляцій.

Appeal of the Parliamentary Committee on Freedom of Expression and Information Policy

The Committee on Freedom of Expression and Information Policy of Verkhovna Rada of Ukraine would like to underline the unacceptability of engagement of such repubable international organizations as Organization for Security and Co-operation in Europe (OSCE) in the hybrid war held by Russian Federation against Ukraine.

One of the elements of such a war is the very fact of denial of existence of Russian aggression against Ukraine. Unfortunately, OSCE, by holding the expert conference “Strengthening media freedom and pluralism in Ukraine during times of conflict in the state”, replicated the cliches of Russian propaganda.

We think that such a name for the conference is in itself provocative and not correct due to the fact that there is no "conflict in the state": there exists the aggression of Russian Federation against Ukraine, as well as the annexation of the part of Ukrainian territory, contrary to the norms of international law. The fact of such aggression was recognized by both the international organizations and the majority of states around the world.

The Committee stresses that freedom of expression is a key value for Ukrainian society. Our Committee together with the entire Verkhovna Rada drafted and adopted a number of progressive bills in the sphere of information policy: they were dedicated to destatization of print media, creation of the independent public service broadcaster, transparency of media ownership and protection of journalists' rights.

At the same time, we cannot omit that information war remains an integral part of Russian aggression. In such circumstances, Ukraine is forced to react to the related dangers in an adequate and proportionate manner - to protect its sovereignty and independence.

Hence, the invitation of Russian propagandists from Russian media, who were previously engaged in manipulations against Ukraine, to the OSCE conference can be interpreted as a direct provocation.

We also consider as unacceptable the use of the aforementioned international conference for organizing the provocation against Kremlin's political prisoner - Oleh Sentsov - who is currently being on the verge of life after being tortured by Russia.

We reiterate that this is Russian Federation which poses one of the biggest threats to democracy and freedom of expression in the world. Moreover, Russian media transformed into the instruments of propaganda and spreading "fake news", aimed at inciting discrimination, hostility and violence, felt not only by Ukraine, but also by a number of other states. The Committee underlines the necessity to preserve freedom of expression and freedom of media in the world. At the same time, it is unacceptable to ignore the need to create instruments of protecting democracy against information weaponry, which poses a major threat to human rights and global security.

We were always standing and will keep standing on the position of protecting the rights of journalists and freedom of expression in Ukraine. At the same time, we call upon the organizers of the conference, including the OSCE Representative Harlem Desir, to investigate the situation concerning hybrid information influences in a more qualified manner, to not transform OSCE into the instrument of Russian manipulation.
